In this newsletter, we have prepared a brief overview of the main requirements.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Let\u2019s start with the most important point:<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Anyone who performs any work on a registered construction site must have a unified chip card and must register their time on-site (\u201cIN-OUT\u201d).<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">It\u2019s possible that your company is not listed as a construction <\/span><span lang=\"en-US\">company<\/span><span lang=\"en-US\">, but if your company accepts an order for certain types of work at a registered construction site, you must provide your workers with chip cards for logging working hours at the site.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">The only exception is transport workers who deliver materials to the construction site but do not participate in <\/span><span lang=\"en-US\">on-site <\/span><span lang=\"en-US\">wor<\/span><span lang=\"en-US\">k.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">S<\/span><span lang=\"en-US\">ystem developers are planning to allow registration via a mobile application, yet this feature is still <\/span><span lang=\"en-US\">only <\/span><span lang=\"en-US\">a <\/span><span lang=\"en-US\">potential option<\/span><span lang=\"en-US\">.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Essence of the Registration System<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">The new rules will apply to construction sites that:<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">start after <\/span><span lang=\"en-US\">October 1, <\/span><span lang=\"en-US\">2023;<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">were started earlier, but the expected completion date is later than <\/span><span lang=\"en-US\">October 1, <\/span><span lang=\"en-US\">2024.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Registration requirements apply to construction sites where:<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">work lasts more than 30 working days and at least 20 people are present on-site at the same time OR<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">the total volume of the project exceeds 500 person-hours.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">General contractor:<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">submits the construction site and subcontractor data to the TTKI system before the start of construction (at least 3 days in advance);<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">ensures the availability of the necessary electronic system for worker registration on the site;<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">submits the system data to the <\/span><span lang=\"en-US\">Estonian Tax and Customs Board<\/span><span lang=\"en-US\">;<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">retains the data for the entire duration of the work on the site.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Subcontractor:<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">confirms the completion of the work (i.e<\/span><span lang=\"en-US\">. <\/span><span lang=\"en-US\">the data provided by the general contractor);<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">registers the data of their employees who are performing these tasks in the information system;<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">provides their workers with chip cards for site access;<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\">\u2014 <span lang=\"en-US\">informs employees about the registration rules for the site.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">The chip card given to the worker remains with them and can be used in the future on any registered construction site under any employer.<\/span><\/span><\/p><p><span style=\"font-size: 12pt;\"><span lang=\"en-US\">Orders for the production of chip cards will be fulfilled by the company HANSAB AS. Several companies collaborating with the <\/span><span lang=\"en-US\">Estonian Tax and Customs Board<\/span><span lang=\"en-US\"> plan to provide registration services in the TTKI system.
